That is my suspicion as well. Whether it is 15 thousand or 40 thousand
depends on when people started evacuating the south tower. I have heard
or seen no reports on that. We shouldn't forget that large chunks of one
of the towers fell on a primary school (thought it was probably evacuated
by that time).
