No.  That is not true.  There is a fundamental difference between
targetting civilians as terrorists do, and killing untargetted civilians
as part of a legitimate military operation.  Particularly if those
civilians are set up as "human shields".

Yes there is an equivalence in that innocents end up just as dead either
way, but that is as far as the moral equivalence goes.  The first case is
a purely evil act which no cause can justify.  The latter is a horrible
and tragic consequence of war which is why wars should never ever be
enterred into lightly.
