A failure to retaliate may merely invite more attacks. If regimes learn
that they can harbor known terrorists without reprisals then they will
continue to do so. If bin Laden's organization is involved, then the
Taliban must be removed from power (but I don't see how that is
achivable).
Retaliating against terrorists doesn't deter anyone, but retaliating
against those who knowingly harbor them does.
